County - Management Information Services Manager

In a county the management information services manager designs, implements and troubleshoots systems that are developed to allow the flow of information through the various departments. This may mean starting from the very basics and setting up computer stations, networking computers into local area networks (LAN) and even providing internet access to the various computers in the county offices.
Since information in county files is often confidential it is important to the information services manager to monitor what employees or officials have access to various types of information. This may include setting up security systems on various databases or information files and keeping these updated as employees move departments or leave the county. It may also include developing the databases and writing scripts that allow users to access specific information or search on various fields within the programs. This requires computer programming experience, knowledge of databases and database management, as well as an ability to make database use easy for those that need the information.
The county information manager will spend a considerable amount of time preparing and presenting trainings to various employees and officials on use of the various technologies. He or she should be an effective communicator and should have an ability to translate complex computer jargon into simple to understand English. Listening skills as well as understanding the needs of the various users with regards to information retrieval is key to developing effective and efficient systems that will be used. Training data processors and managing the inflow of information for the various databases is also part of the job.
Common work activities include:
- Setting up computers, networking various groups of computers and providing internet access to various workstations.
- Troubleshooting issues with regards to computer hardware or software.
- Designing databases that are useful to county employees and making them accessible as appropriate.
- Establishing security protocol on various databases that may contain confidential information.
- Monitoring the use of the information and the databases.
- Hiring, training and monitoring data entry personnel.
- Preparing and presenting trainings for staff on database use and information retrieval.
- Keeping up-to-date with information systems and the management of the systems.
