County - Health Department Support Services Manager

The health department support services manager is responsible for overseeing the daily operations of the health department internal and support staff. The support services manager hires, trains, monitors, supervises, promotes and even fires support staff as needed. Often the manager may provide training themselves, especially when it is on department policies and procedures, but may choose to bring in outside trainers or consultants for other topic areas. The support services manager will not generally supervise all employees but will rather communicate policies and changes through mid-level managers.
Part of the role of the health department support services manager is to apply for federal, state and private funding and to write and monitor grants. He or she will also be required to complete reports to the funding sources including the health department director. The manager for the support services may be required to present this information to various groups including the public and through the media. Often the manager will also have direct contact with clients and will make referrals to the appropriate agencies within the community that can provide help and assistance.
As a department manager good written and verbal communication skills are a must. Most correspondence will be complete via email and electronic memos so clarity of writing is key. Health department support services managers should also have a background in health or business management and many have a master level university degree in one of the above mentioned area. Continuing training and awareness of community, local, national and international health issues is important for a manager.
Common work activities include:
- Writing grant applications and requests for funding to various government and private funding sources.
- Develop policies and procedures for the health department support staff and ensure that all individuals with the department are aware and trained on the policies.
- Representing the health department support services staff at meetings and committee discussions.
- Hiring, training, promoting and firing of staff within the department.
- Coordinating community outreach and referral programs within the county.
- Ensuring that individuals are receiving the health support they require.
- Preparing reports, entering data and managing technology within the department.
